In a bid to alleviate the plight of stray and impounded animals facing the threat of euthanasia and life on the streets, Cavite Representative Crispin Diego Remulla has introduced House Bill 10120. The bill proposes tax incentives aimed at encouraging the adoption of these animals, placing the onus on local government units (LGUs) to develop and implement adoption programs.
Under the proposed legislation, individuals adopting impounded and stray animals stand to benefit from reduced real property tax rates. LGUs would be tasked with issuing certificates of adoption in line with guidelines set forth by the Bureau of Animal Industry to facilitate these tax incentives. Additionally, LGUs are charged with establishing adoption centers, organizing pet fairs, and offering other incentives to prospective adopters.
Beyond individual initiatives, corporations are also encouraged to participate in promoting animal adoption. They may seek tax deductions for expenses incurred in supporting employee adoption of impounded and stray animals, provided they comply with the provisions of the proposed law. Furthermore, corporations are urged to institute pet-friendly policies within their workplaces, encompassing aspects such as pet insurance, pet care services, and the creation of pet-friendly environments.
In his bill’s explanatory note, Remulla referenced findings from the People for the Ethical Treatment of Animals (PETA), highlighting the distressing reality of stray animal overpopulation and the consequent euthanasia practices employed by municipal pounds. Emphasizing the urgency for a proactive solution, Remulla stressed the importance of incentivizing adoption to mitigate this issue.
The introduction of House Bill 10120 comes amidst a backdrop of heightened awareness regarding animal welfare, punctuated by recent incidents of animal cruelty. Notably, the Animal Welfare Act stipulates penalties for acts of cruelty, maltreatment, or neglect towards animals, punishable by imprisonment of up to two years and fines of up to P100,000.
