During Monday’s session, Oshawa councillors underscored the urgency of addressing the proliferation of backyard breeders and the associated welfare concerns for animals. Councillor Brian Nicholson expressed deep concern over the prevalence of irresponsible breeding practices, highlighting the distressing cycle wherein animals are often subjected to mistreatment before ending up in shelters.
To tackle this pressing issue, city officials have directed staff to conduct a comprehensive review of existing policies governing pet breeding within Oshawa. The focus will primarily center on regulating boarding kennels and breeders, with the aim of curbing unethical breeding practices and ensuring the welfare of animals.
This initiative forms part of a broader effort by the city to update its Business Licensing by-law, originally established in 2005, which oversees various business activities across Oshawa. Given the lack of current regulations pertaining to boarding kennels and breeders, the impending review will meticulously evaluate the necessity and implications of introducing regulatory measures in this domain.
Furthermore, the staff’s investigative efforts will extend beyond pet breeding, encompassing considerations regarding the regulation of tattoo parlors, as well as tobacco and vape shops. These deliberations are scheduled to be addressed by the Safety and Facilities Services Committee during their forthcoming meeting in mid-April.
As Oshawa endeavors to uphold standards of animal welfare and business ethics, the forthcoming review signifies a proactive step towards addressing pressing community concerns and ensuring the responsible management of various business activities within the city.
