Starting July 1, 2024, cat owners in the City of Greater Bendigo will be required to keep their cats confined to their properties at all times. This new regulation is a significant expansion of the existing rule, which previously mandated that cats be confined from sunset to sunrise.
Sam Johnston, Local Laws and Animal Services Coordinator for the City of Greater Bendigo, explained that the change is part of the City’s Domestic Animal Management Plan 2021-2025, adopted in November 2021.
“From July 1, this will change to 24-hour per day confinement following the adoption of the City’s Domestic Animal Management Plan 2021-2025 in November 2021,” Johnston said.
Johnston acknowledged that the new 24-hour containment rule will be a considerable adjustment for some cat owners, but emphasized the numerous benefits it offers.
“Cat containment reduces the risk of cats suffering traumatic injuries from cars and other animals, contracting common cat diseases such as cat flu, ringworm, and Feline Immunodeficiency Virus, accidental poisoning by toxic plants and pesticides, snake and spider bites, and getting lost or exposed to extreme weather,” he stated.
He also noted that cats can still enjoy the outdoors, provided they stay within the owner’s property. Cats can leave the property only if they are under effective control using a securely fitted harness, a cat carrier, or a leash.
“Cats love to move around and keep watch over their territory, and there are plenty of ways they can still enjoy the great outdoors from the comfort of your own property,” Johnston added.
The Animal Welfare Victoria website offers valuable information on cat-proof fencing and various types of cat enclosures. These enclosures can be tailored to meet individual cats’ needs and can be attached to existing structures or be free-standing. Local pet stores and hardware shops also provide a range of enclosure products to suit different budgets.
“Cats need a warm, dry bed and a place to laze in the sun. They love the variety these types of enclosures provide, especially if connected to the family home through a cat door,” Johnston said.
The new containment rule aims to ensure the safety and well-being of cats while also addressing community concerns about roaming pets.
